Joint announcement by the Neuenhaus Joint Municipal Authority and the Municipality of Lage

36. Amendment to the land-use plan of the Neuenhaus Joint Municipal Authority (as amended by the 2005 re-publication) and the drawing up of Local Development Plan No. 12 ‘Goorkamp’ for the municipality of Lage.

At its meeting on 14 May 2025, the Joint Municipal Committee of the Neuenhaus Joint Municipality approved the draft of the 36th amendment to the land-use plan. At its meeting on 13 May 2025, the Lage Municipal Council approved the draft of Local Development Plan No. 12 ‘Goorkamp’. The reason for the above-mentioned urban planning is the planned designation of further residential development areas in the Goorweg area of Lage.

The draft plans will be available for inspection from 14 September 2026 to 14 October 2026 (inclusive) in accordance with Section 3(2) of the Building Code (BauGB) on the internet at www.neuenhaus.de under the heading ‘Citizens / Building, Public Order, Transport / Urban Land-Use Planning / Current Planning Procedures’. The documents may also be inspected at the town hall of the Neuenhaus Joint Municipal Authority, Veldhausener Str. 26, 49828 Neuenhaus, during office hours at the citizens’ advice bureau, and at the office of the Mayor of Lage, Mr Ludwig Hagedoorn, Neuland 14, 49828 Lage (Tel. 05941 4297). During the period mentioned above, there will be a general opportunity to comment and discuss the matter. Comments may also be submitted by post (see address above), by email (rathaus@neuenhaus.de) or in person for the record.

The following types of environmental information are available:

  • Environmental report pursuant to Section 2a of the German Building Code (BauGB) concerning Development Plan No. 12 “Goorkamp” and the 36th amendment to the Land Use Plan
  • Inventory and assessment of environmental protection issues, including nature conservation and landscape management, in particular:
    • the environmental impact on humans, human health and emissions
    • the impact on animals and plants, biodiversity, species and protected areas and objects
    • the impact on land, soil, water, climate and air
    • the impact on the landscape
    • the impact on cultural and other material assets
    • Statements on the European network - Natura 2000
    • the interactions of the above-mentioned issues
    • Vulnerability to major accidents and disasters
  • Impact forecast and environmentally relevant measures
  • Contribution on species conservation for Local Development Plan No. 12 ‘Goorkamp’
  • Survey of breeding birds for Local Development Plan No. 12 ‘Goorkamp’
  • Statement from the District of Grafschaft Bentheim, Environment Department,
  • Statement by the Lower Saxony Chamber of Agriculture,
  • Statement by the NLWKN.


Any comments not submitted in due time may be disregarded in the resolution on the urban land-use plan under the conditions of Section 4 a (6) BauGB. An application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted or were asserted late by the applicant within the scope of the interpretation but could have been asserted.
