Urban land-use planning

The reason for the above-mentioned urban land-use planning is the planned use of commercial areas for open-space photovoltaic systems, possibly with parallel use as a car park.

The following environmental information is available for the urban land-use planning:

  • Environmental report pursuant to Section 2a BauGB for development plan no. 84.2 "Westlich Ulmenweg"
    • Inventory and assessment of environmental protection issues, including nature conservation and landscape management, in particular:
      • the environmental impact on humans, human health and emissions
      • the impact on animals and plants, biodiversity, species and protected areas and objects
      • the impact on land, soil, water, climate and air
      • the impact on the landscape
      • the impact on cultural and other material assets
      • Statements on the European network - Natura 2000
      • the interactions of the above-mentioned issues
      • Vulnerability to major accidents and disasters
    • Impact forecast and environmentally relevant measures
  • Preliminary water management planning
  • Proof of infiltration
  • Noise assessment for development plan no. 84.2 "Westlich Ulmenweg"


The draft plan and annexes will be published on the Internet from 12 March 2026 up to and including 13 April 2026 in accordance with Section 3 (2) of the German Building Code (BauGB) at www.neuenhaus.de under Citizens / Construction, Order, Traffic / Urban land-use planning / Current planning procedures. In addition, the draft plan and annexes are available for public inspection during office hours at the town hall of the Neuenhaus joint municipality, Veldhausener Str. 26, 49828 Neuenhaus, in the citizens' office.

There is a general opportunity for comments and discussion during the publication period. In accordance with Section 3 (2) sentence 4 no. 2 BauGB, comments should be submitted electronically. The e-mail address for this is Rathaus@neuenhaus.de. If required, comments can also be submitted by post (see address above) or for recording.

Any comments not submitted in due time may be disregarded in the resolution on the urban land-use plan under the conditions of Section 4 a (6) BauGB. An application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted or were asserted late by the applicant within the scope of the interpretation but could have been asserted.
