Urban land-use planning

The joint municipal committee of the Neuenhaus joint municipality approved the draft of the 39th amendment to the land use plan at its meeting on 11 March 2026. The council of the municipality of Osterwald approved the draft of development plan no. 14.1 "Expansion north of Industriestraße" at its meeting on 24 February 2026. The reason for the above-mentioned land-use plan is the expansion of an industrial estate.

The draft plans will be on public display on the Internet at www.neuenhaus.de from 3 June 2026 to 3 July 2026 (inclusive) in accordance with Section 3 (2) of the German Building Code (BauGB).

Inspection is also possible during office hours in the citizens' office of the town hall of the Neuenhaus joint municipality, Veldhausener Str. 26, 49828 Neuenhaus and in the municipal office of the municipality of Osterwald, Hauptstraße 21, 49828 Osterwald (by prior appointment on 05941/5512). There is a general opportunity for comments and discussion during the above-mentioned period. Comments can also be submitted by post (see address above), by email(rathaus@neuenhaus.de), fax (05941/911-260) or for recording.

The following types of environmental information are available:

  • Environmental report including species protection report with breeding birds and bats and breeding bird survey in accordance with Section 2a BauGB for development plan no. 14.1 "Expansion north of Industriestraße" and the 39th amendment to the land use plan
  • Inventory and assessment of environmental protection issues, including nature conservation and landscape management, in particular:
    • the environmental impact on humans, human health and emissions
    • the impact on animals and plants, biodiversity, species and protected areas and objects
    • the impact on land, soil, water, climate and air
    • the impact on the landscape
    • the impact on cultural and other material assets
    • Statements on the European network - Natura 2000
    • the interactions of the above-mentioned issues
    • Vulnerability to major accidents and disasters
  • Impact forecast and environmentally relevant measures
  • Noise assessment for development plan no. 14.1 "Extension north of Industriestraße"
  • Supplementary odour report for development plan no. 14.1 "Extension north of Industriestrasse"
  • Preliminary water management planning for development plan no. 14.1 "Extension north of Industriestraße"
  • Statement by the County of Grafschaft Bentheim, Environment Department.
  • Statement by the Lower Saxony Chamber of Agriculture

 

Any comments not submitted in due time may be disregarded in the resolution on the urban land-use plan under the conditions of Section 4 a (6) BauGB. An application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted or were asserted late by the applicant within the scope of the interpretation but could have been asserted.
