The joint municipal committee of the Neuenhaus joint municipality approved the draft of the 38th amendment to the land use plan at its meeting on 12 November 2025. The council of the municipality of Osterwald approved the draft of development plan no. 15 "Am Dorfgemeinschaftshaus" at its meeting on 4 November 2025. The reason for the above-mentioned land-use plan is the planned designation of further residential areas.
The draft plans will be on public display from 1 December 2025 to 2 January 2026 (inclusive) in accordance with Section 3 (2) of the German Building Code (BauGB) on the Internet at www.neuenhaus.de under Citizens / Building, Order, Traffic / Urban land-use planning / Current planning procedures.
Inspection is also possible at the town hall of the Samtgemeinde Neuenhaus, Veldhausener Str. 26, 49828 Neuenhaus during office hours in the citizens' office and in the municipal office of the municipality of Osterwald, Hauptstraße 21, 49828 Osterwald (by prior appointment on 05941/5512). There is a general opportunity for comments and discussion during the above-mentioned period. Comments can also be submitted by post (see address above), by email(rathaus@neuenhaus.de) or for recording.

- Environmental report in accordance with Section 2a BauGB on development plan no. 15 "Am Dorfgemeinschaftshaus" and the 38th amendment to the land use plan
- Inventory and assessment of environmental protection issues, including nature conservation and landscape management, in particular:
- the environmental impact on humans, human health and emissions
- the impact on animals and plants, biodiversity, species and protected areas and objects
- the impact on land, soil, water, climate and air
- the impact on the landscape
- the impact on cultural and other material assets
- Statements on the European network - Natura 2000
- the interactions of the above-mentioned issues
- Vulnerability to major accidents and disasters
- Impact forecast and environmentally relevant measures
- Faunistic surveys of breeding birds and species protection contribution to urban land-use planning no. 15 "Am Dorfgemeinschaftshaus"
- Preliminary water management planning
- Statement by the County District of Grafschaft Bentheim, Environment Department
- Lower Saxony Chamber of Agriculture.
Any comments not submitted in due time may be disregarded in the resolution on the urban land-use plan under the conditions of Section 4 a (6) BauGB. An application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted or were asserted late by the applicant within the scope of the interpretation but could have been asserted.
